Minutes of a meeting of Pamber Parish Council
held in The Memorial Hall, Pamber Heath on Monday, 13th July 2009.(Starting at 7 p.m.)

a) Planning applications:

BDB/70770: Erection of replacement industrial building (retrospective amendment to planning permission BDB/60691 to increase the size of the building, raising the roof ridge, arrangement and size of roof lights and installation of three windows in the front elevation).

BDB/70786: Erection of a single storey front extension with pitched roof over.

 BDB/70857: Retrospective planning permission for variation of condition 1 of BDB/62071 to remove personal occupancy condition and replace it with “The site shall not be occupied by any other person than gypsies and travellers as defined in paragraph 15 of ODPM Circular 01/2006”.

c) Sustainability of Settlements Study.

Members agreed that there were no changes in the details of the settlements within the parish held by the Borough Council.

d) BDBC: Saved Local Plan Policies. The content of the document was noted.

e) Ramblers, Aldermaston Road, Pamber End. Concern was expressed as a mobile home had been moved onto the site. . The Clerk was asked to investigate the matter.

f) Concerns were raised about the following sites: The Bungalow, Aldermaston Road, Pamber End; Oaktree Farm, Little London; Forest Farm; Pamber Farm and Stable View, Sandy Lane, Pamber Heath. Cllr. Tucker gave information to the council on all the sites.

c)  An update of income and expenditure was distributed to members.

123/09:

HCC: New Rural Funding Programme: Presentation by Emily Preston.

Emily Preston, Loddon & Eversley Leader Programme Manager, attended the meeting to explain about the new rural funding initiative. She explained that the idea was to improve the rural economy and gave examples of projects which would attract a grant (farm diversification, cycle routes, footpaths, heritage projection etc).  She gave details of the procedures for making an application. The final decisions would be in the power of a local action group after approval from SEEDA. M/s Preston encouraged councillors to advertise the scheme and she distributed leaflets which explained possibilities.

 The Chairman thanked M/s Preston for attending.

124/09:

Affordable Housing: presentation by the Senior Rural Housing Enabler with Community Action Hampshire.

Due to personal circumstances, the speaker was unable to attend. This item was deferred until a future meeting.

125/09:

Applications for Grant from Cruse, Basingstoke and Victim Support.

  • Cruse, Basingstoke.

Accounts supplied by the organisation dated back to 2006 and 2007. Councillors requested that more recent accounts should be made available before the matter could be further considered.

  • Victim Support

It was resolved that, in accordance with the powers conferred by section 137 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £100 to Victim Support towards the running costs of the group.

126/09:

Provision of Legal Advice and Services to Parish Councils and Parish Meetings.
The Borough Council had set out a scale of charges for legal work carried out on behalf of parish councils. After consideration, it was resolved to accept these charges and inform the Borough Council accordingly. The Parish Council was now able to call on the legal department of the Borough Council to carry out legal work on its behalf.

127/09:

Police Matters.

Further to the discussion last month, a letter has been sent to the Chief Constable and arrangements have been made for PCSO Darrel May to attend a meeting of the Hall Committee to discuss the proposal to erect a barrier.

 PCSO May gave details of reported crimes in the parish over the past few weeks. He added that the  Roads Policing Unit  officer was looking at speeding in the area and particular areas of concern were Little London and Pamber Heath Road.

 The Chairman thanked PCSO May for attending the meeting.

128/09:

Leases.

The Clerk reported that work on the valuation of the Memorial Hall was underway.

129/09:

Allotments.
Water Supply:

Englefield Estate had confirmed that there was no objection to the work being carried out.

 Quotations for providing a water supply to the allotments were considered.

  • Thames Water for connection to main: £1401.00 + £200.00 already paid + VAT. It was resolved to accept this charge.

  • To take the water supply from the main to the allotments: It was resolved to accept the quotation supplied by RC Saunders and Sons - £570.00 Plus VAT.

130/09:

Open Spaces
a) Repairs to paths at Pamber Park.

It was resolved to accept the quotation received from RC Saunders and Sons:

To supply and lay scalping to pathways (2 areas). Estimated 2 3 tonnes. Top off with shingle in keeping with existing. Supply and fit localised, cross drainage pipe to one area at lower end of the first pathway.

Digger hire, Lorry hire, roller hire and pipe.

The sum of £245.00 plus VAT

b) Inspection of Play Equipment: Regular inspections had been carried out by the Borough Council and no faults have been found.

c) Burney Bit Play Area: Further to the comments made at the last meeting, the glass and leaves had been cleared from the site. The Borough Council confirmed that the play area should be inspected for any rubbish once a week.

 d)Matting at the Pamber Park play wall. Cllrs. Gardiner and Kingston had inspected the matting following the comments made in the Annual Report which was discussed at the last meeting. Some damage was noted but it was considered that this was not a problem at the moment. The situation would be monitored.

131/09:

Highway Matters to include:

a) Ring fencing of Silchester against heavy goods vehicles.

Silchester Parish Council was considering ring fencing the village against heavy goods vehicles and sought the views of Pamber Parish Council. Members supported the proposal in principle but suggested that the placing of the signs would have to be well thought out to avoid confusion and difficulty for drivers.

 For this reason it was suggested that a meeting should be arranged between the two parish councils and Barry Ford (BDBC). Silchester Parish Council would be informed.

 b) Review of Supported Local Bus Services.

John Mariner (BDBC) contacted the parish council to seek the views concerning the financially supported bus service(s) operating in the parish.

 Members expressed their disappointment that the service had not been taken up by many members of the parish and understood if the subsidy was therefore withdrawn. It was, however, noted that residents had commented that they found accessing the service and reading the timetables difficult. It was suggested that there could be more uptake of the service as it became established. These comments would be passed on to Mr. Mariner.

 c) Footway outside the Memorial Hall.

Further to the comments made at the last meeting, the Highways Authority had been asked to investigate the problem. No response had been received to date.

d) SLR Signs

Further to the request made at the last meeting for information about the data provided by the signs, the Borough Council had been asked for clarification but no response had been received to date.

132/09:

Borough and County Councillors’ Reports.

Cllr. Chapman reported that, as a Borough Council portfolio holder, he was to take responsibility for broadband and ICT in the area. He also reported that he was to step down from the County Council adoption and fostering panels.
