The minutes of the last meeting were approved and signed as a true record. 138/09: Matters arising and not appearing elsewhere on the agenda. There were no matters arising. 139/09: Public Participation. No matters were raised. 140/09: Planning. a) Planning applications:
BDB/70879: Construction of pitched roof over existing single storey rear extension.
13. Vine Tree Close, Tadley. No objection BDB/70985: Erection of a detached building to form gym, utility room and cloakroom with home office above following demolition of existing building.

82 - 13 c) The Annual Audit 2008/09 had been completed and the certificate signed by the Auditor. 142/09: Affordable Housing: Presentation by the Senior Rural Housing Enabler with Community Action Hampshire. Mr. J. Lancaster and M/s M. Wylie from Community Action, Hampshire gave a short presentation and explained that, according to figures obtained from the Borough Council in July 2009, there were 11 households in the parish which required affordable housing. The figure was likely to be a third higher. Affordable housing was offered to local people with a local connection and there would be no right to buy.
It was agreed that Mr. Lancaster would approach the County Council to ascertain whether there was any land available in the parish which was suitable for affordable housing and would return for further discussions to the December meeting.
143/09: Application for Grants a) Hampshire Wildlife Trust.
It was resolved that, in accordance with the powers conferred by section 137 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £350 to the Hampshire Wildlife Trust towards cost of running the Pamber Forest Project b) Cruse.

It was agreed that no further grants could be made until current accounts could be produced. 144/09: Police Matters to include chain across entrance to Memorial Hall. a) Chain at the Entrance to the Memorial Hall.
As PCSO May was unable to attend, this matter was deferred until the next meeting. b) There had been a request from PCSO Coe for signs to be put up in Jubilee Close following problems
with children playing ball games. PCSO Coe had delivered letters to all the residents which highlighted the problem. Arrangements were made for the notices to be put up but they were put on hold as the problem seemed to have decreased at the moment. 145/09: Parish Regalia. It was agreed to investigate the purchase of a parish badge which could be used by any parish councillor at external meetings. Cllr. Goss agreed to look at the options and report back to a future meeting. 146/09: Pamber Forest cross country race 2010 A request had been received from the organizer of the Pamber Forest Cross Country Run for permission to repeat the event (held earlier in the year) on 22nd November 2009. As the event had been well organized previously, it was agreed to welcome the event back on the condition that the high level of preparation and control was carried out again. 147/09: Leases. Simmons and Sons had completed the work on the valuation of the Memorial Hall and had submitted it to the Parish Council for approval before sending it on to the solicitor. Members approved the valuation and agreed that it could be forwarded to the solicitor. 148/09: Memorial Hall. There were no matters raised 149/09: Allotments. The pipe work had been inspected and passed by the Water Board and the connection to the main would be made in due course. The contractor had suggested that a lock shield tap should be fitted and keys supplied to the allotment holders. This would prevent the tap being turned on by anyone other than those entitled to use the water supply. The cost to supply and fit the tap would be in the region of £70 plus VAT and the keys would cost approximately £10 each. Member approved the payment and agreed that the contactor should be asked to supply and fit the new tap. 150/09: Open Spaces to include Request for Winter Use of Tennis Courts. a) Regular inspections of the play equipment have been carried out by the Borough Council and no faults had been reported.
b) Aldermaston Tennis Club had requested that the previous arrangement for winter use of the tennis courts be repeated (£300 from October through to March). Members agreed to continue the arrangement and gave permission for use of the courts.
c) Cllr. Gardiner reported that a member of the public had been attacked by an Alsatian dog whilst walking on Pamber Park. It is understood that the matter was not reported to the police. 151/09: Highways. a) Traffic calming in Little London
Details of the proposed changes to the scheme had been received. It was agreed to ask the Highways Authority to give a presentation to a public meeting so that t the residents of Little London could be informed of the proposals and given the opportunity to comment before members took the matter further. It was hoped that arrangements could be made to hold the meeting at 8 pm on 9th November. The monthly Parish Council meeting would commence at 7pm. b) Hants CC Stakeholder Survey: Cllr. Gardiner agreed to complete the survey. c) Village Link: members noted the content of an e mail from Hampshire County Council about proposed changes to the timetable. d) Proposals for A340 Aldermaston Road junction with Salters Heath Lane, Salters Heath. Details were noted. e) Speed Enforcement Policy: The Chairman had been in correspondence with the Police Authority over the Chief Constable’s policy to allow only identified officers to carry out speed checks. It was the Chairman’s view that local officers could carry out this duty more effectively and efficiently. The Chairman was not satisfied with the response received and members agreed that a further letter should be sent which again stressed the advantages of checks being carried out by local officers. 152/09: Borough and County Councillors’ Reports. Cllr. Tucker reported that the Borough Council was considering a large green collection service in the Tadley area following the closure of Paices Hill. 153/09: Reports from Parish Council Representatives: a) Pamber Forest Advisory Committee: no meeting.
b) Basingstoke and District Association of Town and Parish Councils: no meeting.
c) Local Liaison Committee: no meeting.
d) The Memorial Hall, Pamber Heath; the annual fete had taken place. Details would be reported at the next meeting.
e) St. Stephen’s Hall, Little London: no meeting.
f) AWE Local Liaison Committee: no meeting.
g) Hampshire Association of Local Councils: details of the AGM had been received.
