162/09: | Approval of subscriptions and charges for 2009 – 2010. Payment of the following subscriptions was approved: CPRE; HAPTC; Local Council Review; Hampshire Playing Fields Association; Open Spaces Society. Tennis Club Fees remained at £300 for winter use. The allotment rental charges would be reviewed during item 167/09b. |
163/09: | Police Matters. PCSO May discussed the incidence of recent crimes along the A340 and addressed comments about the police response. PCSO May had liaised with the Memorial Hall Management Committee about the police proposal to erect a chain across the entrance to the site. He confirmed that the Committee now agreed to the proposal. The clerk was asked to obtain quotations for the work. |
164/09: | Parish Regalia. Further to the discussion at the last meeting, Cllr. Goss had made enquiries but had found that the cost of acquiring a parish badge was prohibitive and it was therefore decided to defer further action until a realistically priced badge could be found. This item would be removed from the agenda. |
165/09: | Leases. After consideration, members agreed that they were satisfied with the draft leases for The Memorial Hall and St. Stephen’s Hall Draft and approved them. They were, however, concerned that the Chairman of the Memorial Hall Management Committee (Mr. T. Middleton) still had reservations and awaited the outcome of the discussion between Mr. Middleton and the solicitor. Members agreed to attend a further meeting with Mr. Middleton to discuss matters further if the solicitor agreed. |
166/09: | Memorial Hall to include: a) Chain across entrance to Memorial Hall: this matter had been discussed earlier during item 163/09. Members agreed that the chain should be erected and that the clerk should obtain quotations for the work. b) Improvements to Tennis Court Fence: Members were reminded that the planning permission for the project had been obtained. They agreed that quotations for the work should be obtained after which further consideration would be given to the project. |
167/09: | Allotments. It was confirmed that all the connection work had been carried out and that the water supply was now available. - Tap Keys: it was resolved to make a returnable deposit charge of £15 for each key.
- Allotment Rental Charges: to cover the water charges, it was resolved to raise the annual rental charges to £20 from October 2010.
- Allotment Regulations: It was agreed to ask the allotment holders to draw up suitable allotment regulations.

168/09: | Open Spaces to include a) Works to trees at the Memorial Hall: members agreed to obtain quotations for the completion of the pruning scheme. b) Ramp: an estimate of £75 had been received from RC Saunders to build a ramp which would enable resident from Burney Bit to walk onto Pamber Park. It was resolved to accept the quotation and proceed with the work to the ramp. Work on the proposed handrail would be deferred until a later date. Permission from Englefield Estate would be sought before the work commenced. c) Hampshire County Council Rights of Way – Priority Cutting List. The parish council had been notified that footpaths 4 and 14 had been placed on the priority list. Members requested that footpath 31 be added to the list. |
169/09: | Highways. - Arrangements for the public meeting to present the traffic management proposals to the public had been confirmed for 9th November at 8pm (following monthly meeting at 7 pm.). It was agreed to deliver notice of the meeting to every household in Little London.
- It was noted that Cllr. Kingston would attend the Passenger Transport Forum on 19th October and the Annual Meeting of Transports Representatives on 14th November.
- It was reported that the footpath between Romans Gate and The Glen was overgrown.
