180/09: | Budget and Precept 2010 – 2011 Having considered the draft budget, it was resolved to approve and accept the budget for the year 2010 to 2011. The precept for the year was set at £24,500. |
181/09: | Police Matters. PCSO had been unable to attend the meeting and had sent in a written report. The report said that generally the last month had been good and there were a decreased number of calls on anti social behaviour issues. There had been a few break ins to outbuilding recently in the area and power tools had been taken. A number of push bikes had gone missing and the police had been trying to warn residents to consider better security measures and to mark the bikes and log all serial numbers. Finally, PC Dean Stickland had joined the beat team for Tadley and the Pambers , so the team now consists of 2 PCs and 2 PCSOs, and there was the possibility of a 3rd PCSO coming in the new year. |
182/09: | Enforcement Issues. It was agreed to ask the Borough Council for an update on the issues relating to Oaktree Farm, Little London. It was also agreed to write to the Borough Council to express dissatisfaction with the way the enforcement process had been carried out in relation to various properties to include, The Bungalow, Pamber End, Ramblers, Pamber End and Sandy Lane. |
183/09: | Pamber Park: The Future. The Chairman noted that the rent for the area had increased and perhaps this was the time to consider the future of the area and investigate the possibility of obtaining the freehold. Members agreed that an exploratory letter should be sent to The Benyon Estate. The length of the lease would also be checked. |
184/09: | Invitation to adopt a local red telephone kiosk. The council had been invited by BT to adopt a telephone kiosk for the cost of £1. The kiosk offered was sited ‘at the junction of Beech Crescent Silchester Road Bramley’. Members discussed the possible use of the kiosk and the fact that there would be financial implications for necessary maintenance. As the monthly meeting was to be followed by a public meeting which involved parishioners from Little London, it was agreed to ask the public for their views at the later meeting.

185/09: | HCC: revised County Charter Agreement. Cllr. Goss agreed to complete the survey on behalf of the council.

186/09: | Hampshire Fire and Rescue Service Members agreed to support the Fire Service in what it was trying to do but had no comments on the consultation document. It was hoped that the Fire Service would work closely with AWE to integrate with health and safety matters.

187/09: | Leases. The solicitor had advised that work on the leases was progressing. |
188/09: | Memorial Hall to include: 1. Chain The contractor had advised that his original quotation of £85 plus VAT was still valid and he had therefore been asked to put the work in hand. 2. Improvements to tennis Court Fence. Only one quotation had been received so far. It was agreed that this quotation would be accepted unless a lower one was received. 3. Repairs to tennis court internat gate: The quotation of £120 plus VAT supplied by D. Saunders was accepted. |
189/09: | Allotments. No response had been received to the letter sent to Mr Biggs following the last meeting. |
190/09: | Open Spaces to include - works to trees at the Memorial Hall: quotations were awaited.
- handrail and ramp from Burney Bit to Pamber Park: It had been confirmed that Englefield Estate had no objection to the work and therefore the contractor had been instructed to put the work in hand.
- Regular inspections of the play equipment have been carried out by the Borough Council and no faults had been found.

191/09: | Highways. a) SLR provision. The Highways Authority had informed the council that the cost of rental for the next financial year would be £190 per block of four week deployment. Members agreed to continue the present arrangement of three deployments for the next financial year. b) Valentine Cottage, Little London The Highways Department had investigated the issues related to the filling in of the ditch and did not consider that it posed a problem as there was a much larger ditch on the opposite side of the road and the camber of the carriageway should direct water in that direction.
Notification had been received from Hampshire County Council that the following limits would be proposed:
To impose a 40 miles per hour speed limit in the A340 Aldermaston Road, Pamber Green between a point 32 metres north of its junction with New Road (ie. the northern end of the existing 40 mph limit) and a point 73 metres north of that point (currently 50 mph limit). The existing 30, 40 and 50 mph limits in the remainder of the A340 Aldermaston Road and side roads at Pamber End, Pamber Green and Little London will be consolidated unchanged into the new order. Members suggested that it would be less confusing for motorists if a 40 mph restriction was imposed from Pamber End all the way along the A340 as far as the start of the 30 mph limit at Tadley (The Fighting Cocks) and asked the clerk to respond accordingly. |
192/09: | Borough and County Councillors’ Reports. Cllr. Chapman reported that since the joint agreement between the fire and ambulance services in Hampshire, the Fire Service had responded 8,500 times. The County Council had received an excellent report following the Ofsted report on Children’s Services. Eight hundred children from Hampshire were to take part in a concert at the Royal Albert Hall during the coming week. It was agreed to write a letter of congratulations to Silchester School as their choir had been invited to take part in the concert. |
