Minutes of a meeting of Pamber Parish Council

held in The Memorial Hall, Pamber Heath on Monday, 14th December 2009.

182/09: Enforcement issues. The letter has been acknowledged by BDBC.
183/09: Pamber Park. A letter had been received from Englefield Estate to say that the matter will be discussed with the trustees.

Public Participation.
No matters were raised.

200/09:

Planning, to include BDB/71553: Kinghern Kennels, Silchester Road, Little London.

BDB/71553: Erection of a single storey building to form 10 no. apartments with communal areas and staff offices (Class C2 residential institution) following demolition of the existing kennels.  Conversion of existing dwelling to 6 no. apartments with extensions and alterations (Class C2 residential institution), with associated car parking area and landscaping works (Diversion of right of way dealt with under BDB/71554)

Members discussed this application at length and several concerns regarding potential highways problems and impact on the village were highlighted. The concerns expressed by parishioners were also considered. It was agreed that an objection to this proposal should be recorded.

The Audit Commission had informed the council that the responsibility for the Pamber audit was to be transferred to Wayne Rickard under the policy to rotate the responsibility every five years.

202/09:

Affordable Housing: Presentation by the Senior Rural Housing Enabler with Community Action Hampshire.

Ms. M. Wylie attended the meeting and reported on the outcome of the investigations made by Community Action Hampshire. The Borough Council had confirmed that there was a need for eleven Affordable Housing units in the parish. A number of possible sites had been identified but councillors narrowed these down to two sites that were owned by Hampshire County Council in New Road and Green Lane.

M/s Wylie was asked to contact Hampshire County Council and Basingstoke and Deane Borough Council to assess the viability of these sites before any further discussion took place.

203/09:

Police Matters.
Public concerns about traffic speed in Pamber Heath Road were passed on to PCSO Coe and he agreed to pass details on to the appropriate department. PCSO Coe confirmed that the police had started locking the barrier at the Memorial Hall in the evenings.

204/09:

Draft Council Plan
Members noted the contents of the Draft Plan.

205/09:

Invitation to adopt a local Red Telephone Kiosk.
Members discussed the issues relating to the possible adoption of the telephone kiosk in Little London and agreed that, in view of the financial implications, they would not proceed with the adoption at this time.

206/09:

Applications for Grants.

Hampshire County Youth Band Association
It was resolved that, in accordance with the powers conferred by section 137 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £100 to the Hampshire County Youth Band Association towards music stands, uniforms and other running costs. However, it was stipulated that the currents financial accounts should be made available for inspection before this amount was verified.

207/09:

Leases.
The Parish Council was still awaiting signed leases from both Bramley PCC and The Memorial Hall Management Committee.

208/09:

Memorial Hall, to include improvements to Tennis Court Fence.

  • Improvements to tennis court fence.
    Three quotations for the work to replace the tennis court fence as detailed in the recent planning approval were considered. It was resolved to accept the quotation submitted by White Etherington of £7,031.35 plus VAT. It was further agreed to ask the contractor to leave a space in the fencing at the back of the court to allow user access.
  • The post which holds the barrier to the overspill car park was recently damaged by a hall user. This damage has been repaired and the person who caused the damage has agreed to settle to invoice for the work.

209/09:

Allotments.
No response to the letter sent had been received regarding the new keys for the tap and rents due.

210/09:

Open Spaces, to include works to trees.

  1. RC  Saunders had quoted £160 + VAT to carry out the tidying up of trees and beds behind the tennis courts. It was agreed to accept this quotation.
  2. Weekly inspections of play equipment have been carried out by the Borough Council and no faults had been found.
  3. Pamber Park: following the extraction of timber by Englefield Estate through the Park there were concerns about the damage caused to the grass area used. It was agreed to ask Englefield Estate to meet the Parish Council on site to discuss the matter further.

211/09:

Highways.

Access for All Capital Programme for 2010-11.(Pedestrian Access Initiative)

The council had been informed that Silchester Road, Pamber Heath; Impstone Road to Calleva Arms; Ramers to Brook Cottage, Little London were on the holding list.

 A340 Extension of 40 mph Speed Limit
Further to the comments made at the last meeting, the contractors had contacted the council to explain that the reason for the proposal was to regularise the present order. Without the new order, the current speed limit could not be enforced by the Safer Roads Partnership. It was confirmed that Hampshire County Council would look again at this problem in the shortly expected review. In view of this, the Chairman had  agreed to withdraw the comments at this stage but it was made clear that the Parish Council would continue to campaign for an extension of the 40 mph restriction all the way to Tadley.

 Letter from local resident.
A letter had been received from a parishioner expressing concerns about traffic speeds in Pamber Heath Road, Pamber Heath. These concerns had been passed to the local police and it had been confirmed that The RPU would be asked to take action.

212/09:

Borough and County Councillors’ Reports.
Cllr. Chapman reported that there were ongoing problems with nominations for the post of mayor.

213/09:

  6. AWE Local Liaison Committee: Cllr. McGarviie reported that there had been some concern over a diesel leakage and uncertainty over possible redundancies.
