Minutes of a meeting of Pamber Parish Council
held in The Memorial Hall, Pamber Heath on Monday, 8th February 2010.

7/10:

Police Matters
PCSO May reported that the chain across the entrance to The Memorial Hall was working well and had resulted in a decrease in number of youths using the area after dark. He noted that police officers were trying to address the number of break – ins to outbuildings.

 The Chairman thanked PCSO for attending the meeting.

8/10:

Applications for grants:

a) Hampshire Youth Band: Further to the decision made at the last meeting, the accounts had now been received and approved and the grant of £100 was confirmed.  

b) Silchester Common: Members requested that the current accounts be made available before a grant could be considered.

9/10:

Enforcement Issues.
Further to the letter sent to the Borough Council in which a number of concerns regarding enforcement procedure were highlighted, a reply had been received from the Head of Planning and the contents were noted.

10/10:

The Villager Magazine
A letter had been received from Sherborne St John Parish Council regarding the future of the Villager Magazine following the resignation of the editor. The need for new editing software was also highlighted.

Members considered the issues raised in the letter and resolved to make available the sum of £50 towards any new software, bearing in mind the relatively low number of households in this parish which received The Villager. It was further noted that members would need to have sight of the latest accounts before any grant could be considered.

11/10:

Pamber Park – the Future.
A response from Englefield Estate was still awaited.

12/10:

Tennis Court Fence.
Further to the acceptance of the quotation from White Etherington at the last meeting, the contractors had been obliged to re-quote for the work due to an oversight on the height of the proposed fence. The new quotation for the work was now £7,622.85. Members resolved to accept this quotation. It was confirmed that the contractors be asked to leave a ‘squeeze’ gap at the rear of the court in an attempt to prevent holes being cut in the wire by users.

13/10:

Leases.
a)
 Memorial Hall: The revised lease had been received from the solicitors and the contents, including the easement to allow the Hall Management Committee use of the land to the rear of the Hall for functions, was approved.

b) Little London: The Parochial Church Council had approved the lease and it was understood that diocesan valuation report was awaited.

14/10:

Annual Parish Meeting 2010.

It was agreed to hold the meeting on Monday, 10th May 2010 in St. Stephen’s Hall, Little London at 8 pm. The monthly meeting of the parish council would commence at 7pm.

 

15/10:

Allotments.
It was reported that a number of batteries had been placed by the brook. Cllr Goss agreed to speak to the allotment holders about this matter.

16/10:

Open Spaces.

  1. Inspection of Play Equipment: Weekly inspections had been carried out by BDBC and no faults had been found.
  2. Cllr. Gardiner reported that the path to the rear of the bungalows had not been made good after the recent wood extraction, cuttings had been left and the ground had been left in a muddy state. It was agreed to contact the forester to arrange a meeting.

17/10:

Highways to include the Provision of salt bins.
Cllr. Chapman had received requests for additional salt bins in the Valley Way/Springfield Road area and at the junction of the A340 and New Road. It was agreed to contact Hampshire County Council to request that new bins be sited in these areas.

18/10:

Training
Members were asked to consider attendance at training sessions run by HALC. Any interested councillors would contact the clerk.

19/10:

Borough and County Councillors’ Reports.
There were no reports.

20/10:

Reports from Parish Council Representatives:

  1. Pamber Forest Advisory Committee: no meeting. Cllr. Mitchell drew the council’s attention to the problems caused by the extraction of timber in the Honey Mill area. Arisings had been left. It was agreed to write to the forester to ask if these were to be removed.
  2. Basingstoke and District Association of Town and Parish Councils: no meeting.
  3. Local Liaison Committee: no meeting.
  4. The Memorial Hall, Pamber Heath: meeting cancelled.
  5. St. Stephen’s Hall, Little London: no meeting.
  6. AWE Local Liaison Committee: At the 58th meeting, the Business Development Plan, the Pegasus planning proposal and the 2008 Food and Environment report were discussed.
  7. Hampshire Association of Local Council: The response to the HALC Survey of Councils 2010 was discussed.
  8. BDBC Parish Liaison Committee: no meeting.

21/10:

Date of Next Meeting.
The next meeting will be held on Monday, 8th March 2010 in St. Stephen’s Hall, Little London, starting at 7.30pm.

 Personnel
It was resolved to approve payment of the clerk’s salary in accordance with the new pay award for 2009-2010. Backdated pay would be paid next month.
