Members resolved to enter an objection to this proposal on the grounds of overdevelopment of the site; the proposal was not in keeping with the street scene and was unbalanced; there was concern that the proposed building would adversely affect the neighbour’ s light.

Members had no knowledge of continued use over the past ten years and so resolved to raise an objection to this proposal.

30/10:

Police Matters.
PCSO Coe reported that the number of burglaries in the area had risen and that the police authority was trying hard to combat this by raising awareness. It was agreed to ask the editors of local newsletters to highlight the problem in the next publication.

31/10:

Applications for Grants.

 Silchester Common Management Committee:
It was resolved that, in accordance with the powers conferred by section 137 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £350 to Silchester Common Management Committee towards maintenance and running costs of the Common.

32/10:

Orienteering Event: use of Pamber Park.
A request had been received from the Basingstoke Andover District Orienteers for permission to use Pamber Park for an event on Sunday, 6th November 2010. The area would be used for the start and finish of the event  and would involve the erection of about five tents. The event would start at 8am and would be finished by 3pm approximately.

 Members resolved to grant permission for this event to go ahead on the condition that the Park was left in a clean and tidy state; the car parking was controlled and did not cause any inconvenience to residents; the local residents were made fully aware of the planned event.

33/10:

Standing Orders.
The recommendations made by Cllr. Mitchell had been incorporated into the model document and the draft document had been circulated to members.

 Further discussion would take place at the next meeting.

34/10:

Pamber Park – the Future.
There was no report.

35/10:

Tennis Court Fence.
Members confirmed that they were not aware of any underground services in the vicinity of the tennis courts.

36/10:

Leases.
It was hoped that the Memorial Hall lease was near to completion.

37/10

Annual Parish Meeting 2010.
Cllr. McGarvie suggested that a representative from AWE could be invited to be guest speaker at the meeting. He agreed to make the initial contact.

It was agreed that the Hurst School be invited to give a report.

38/10:

Allotments.
There was no report.

39/10:

Open Spaces to include Grounds Maintenance Contracts.

  1. Grounds Maintenance Contracts: It was noted that the existing contracts expired in November. It was suggested that the present contractors be approached to consider extending the existing contract for a further period of time.
  2. Dog fouling on Pamber Park. A complaint had been received from a resident of Burney Bit. The Borough Dog Warden had been unable to offer any assistance and suggested contact be made with the Community Wardens. A response from the Community Wardens was awaited.
  3. Report on meeting between Cllr Gardiner and the Englefield Estate Head Forester.The Head Forester (Mr. G. Vickers) agreed to arrange for the minor ruts which run parallel to the pubic footpath to be “patted down” and for the mud to be removed from the path. If any further work was required to make good the path, Cllr Gardiner suggested that this was looked at in the spring and the estate be charged for any repairs.
    The forester agreed also look at the more extensive rutting at the back of Burney Bit. Regarding the off-cuts left, as these do not create any real problem, it was suggested that the Parish Council be asked for permission to leave them in place.
    Cllr. Gardiner drew members’ attention to the area around the improved slope into the Park. The area at the bottom of the “ramp” had become very muddy and slippery. It was agreed to ask the contactor to put more scalpings around this area. 
    Honey Mill (reference the comments made at the last meeting) – the brash had been left at the request of Graham Dennis, Forest Warden. Removing it would cause more harm than the brash itself.  This matter had been referred to in the Quarterly report on the Notice Board.

40/10:

Highways.

  1. provision will not be automatic as any new bins will have to meet the County Council’s criteria but the request had been added to the list of requests.
  2. Concern had been raised by a parishioner regarding the potholes in Silchester Road, Pamber Heath. A request had been sent to the Highways Authority for repairs to be made.

41/10:

Training.
No requests to attend training were received from members.

42/10:

Borough and County Councillors’ Reports.
Cllr. Chapman gave details of the situation regarding the appointment of a new mayor.

43/10:
