Allotment rents……………………………………….143 – 00 c) Insurance: The annual premium for the coming year was £1,586.06, an increase from the previous year. Members resolved to accept the proposed increase and approved payment of the premium.

| Police Matters. A written report was received from PCSO May. There was a report of a shed being broken into in Little London and gardening equipment had been stolen. Operation Chord was currently being run in areas which included Pamber parish and efforts are being made to target people suspected of being involved in burglaries. Regular patrols in the area were carried out by Safer Neighbourhoods officers and the Road Policing Unit.

| Applications for Grants. a) Age Concern (Tadley and District) It was resolved that, in accordance with the powers conferred by section 137 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £130 to Age Concern (Tadley and District) towards the cost of running the Lunch Club and Chiropody Clinic. b) Tadley and District CAB It was resolved that, in accordance with the powers conferred by section 142 of the Local Government Act 1972, and being of the opinion that the expenditure satisfied the requirements of that section, the council approved the payment of £125 to Tadley and District CAB towards the cost of running the service.

| Ground Maintenance Contracts. Following the negotiations with the Borough Council regarding the extension of the Grounds Maintenance contracts, the Borough Council had indicated that they agreed to continue supplying the service from 19th November 2010 but would require a 2.5% increase in the annual charges. The current contract stood at £8,896 per annum. A 2.5% increase would result in a £222.40 annual increase leading to an annual cost of £9118.40 After consideration, members resolved to accept the new terms for a period of two years and extend the contract.

| Standing Orders. Members considered the new model standing orders document which had been produced by NALC and discussed various options and revisions. Members resolved to approve and accept the format as agreed at the meeting. The Clerk would make the agreed amendments to the document and send it electronically to members. The document would also be made available on the website.

| BDBC: Core Strategy Cllr. Kingston gave an outline of the content of the document. As there was nothing in the document that related directly to this parish, it was agreed to make no comments.

| Leases. The Memorial Hall lease was approved and signed.
|
| Annual Parish Meeting 2010. The Clerk reported that all the invitations had been sent out and some replies had been received. Unfortunately, the suggested guest speaker was unable to attend and so the meeting would go ahead without a main speaker.

| Allotments. The rent for the 2009/2010 year had now been received.
|
| Open Spaces to include Annual Engineers Safety Inspection and Risk Assessment. a) Annual Engineers Report: The content of the report was noted. b) Post at Barrier for car park: Pamber Park: following the removal of the latch post, arrangements had been made for a replacement to be erected by D. Saunders. c) Cllr. Gardiner reported that no action had been taken by the Englefield Estate Head Forester following the meeting he attended to discuss the problems on Pamber Park following timber extraction. The Clerk was asked to write to the agent outlining the problems. |
| Highways. a) The Chairman stressed that any potholes in the Highway should be reported to Hampshire County Council without delay. b) Basingstoke and Deane Passenger Transport Forum.
Cllr Kingston had attended a meeting of the Basingstoke and Deane Passenger Transport Forum. Pamber and Silchester had jointly volunteered to carry out an assessment of local needs and public transport provision. Other local parishes would be approached to join the project. Officers would shortly contact the parishes to assist with this project. The Pamber and Silchester passenger transport leaflet would be updated.

| Training. There were no matters raised. It was agreed to remove this item from the agenda.
