Chapman was elected to the office of chairman. 68/10: Election of Vice Chairman. Cllr. C. Goss was elected to the office of vice chairman. 69/10: Election of Working Parties and Representatives.
The following working parties and representatives were elected: a) Three councillors from the North Ward to consider planning applications:-
Cllrs. Gardiner, Goss and Kingston. b) Three councillors from the South Ward to consider planning application:-
Cllrs. Mrs. Hale, Mitchell and Snook c) Highways Representative from the North Ward: - Cllr. Kingston. d) Highways Representative from the South Ward: - Cllr. Snook. e) Two representatives to review HGV Licence Applications: - Cllrs. Snook and Mitchell. f) Representatives to the following committees:- - Pamber Forest Advisory Committee: Cllr. Gardiner.
- Basingstoke and District Association of Town and Parish Councils: Cllr. McGarvie.
- Pamber Heath Memorial Hall: Cllr. Kingston.
- St. Stephen’s Hall Committee: Cllr. Snook.
- AWE Liaison Committee: Cllr. McGarvie.
- Local Liaison Committee: Cllrs. Tyson and McGarvie.
70/10: Cheque Signing Authority.
It was agreed to appoint any two councillors from Cllrs. Chapman, Gardiner, Goss, Mitchell and Mrs. Hale, plus the Clerk to sign cheques 71/10: Annual Review of Standing Orders and Financial Regulations. Standing Orders had recently been reviewed and a new document had been agreed based on NALC recommendations. Financial Regulations were reviewed and it was agreed that the document was consistent with current requirements. 72/10: Review of Risk Assessment Schedule and Health and Safety Policy. The documents were reviewed and it was agreed that the documents were consistent with current requirements. 73/10: Delegation of Authority to make Planning Application Returns. It was resolved that the Clerk be delegated to make planning application returns on behalf of Pamber Parish Council to BDBC subject to prior circulation of plans for comment by two authorised councillors. MONTHLY MEETING 74/10: | Declarations of Interest. Cllr. Goss declared an interest in item 78/10a (Planning application BDB/74261)

| 78/10: | Planning. a) Planning Applications. Cllr. Goss left the room before the planning applications were considered. BDB/72358: Change of use of land from agriculture to use in connection with existing haulage yard, retention of portable building and fenced storage compound with associated landscaping works (Retrospective)

Neptune House, Forest Lane, Tadley Awaiting decision BDB/72461: Construction of first floor including raising height of roof and construction of 6 no. dormer windows. Erection of single storey side and rear extensions and front galleried porch.
25 Pelican Road, Pamber Heath. Awaiting decision which was delegated to Cllr. Kingston. b) Planning Decisions: BDB/72092: Consent to works to preserved trees. Crown reduction and removal of deadwood of an Oak tree
27 Silchester Road, Pamber Heath. GRANTED BDB/71715: Creation of a new vehicular access and construction of a dropped kerb
Forest Dene, Aldermaston Road, Pamber Green, REFUSED BDB/71905: Erection of a single storey side extension forming garage and erection of a 1.9 metre high brick and wood panel boundary wall
1 Georgina Gardens, Pamber Heath REFUSED BDB/72101: Certificate of Lawful Development for existing residential use of a self contained one bedroom flat.

Lloyds Bank Interest April: 1 – 08 c) Audit: Cllr. Gardiner had completed the internal audit and arrangements had been made for the independent internal audit.
d) Draft Receipts and Payments Account: A copy was given to each member.
| 80/10: | Local Passenger Transport Needs Survey Cllr Kingston and representatives from Mortimer West End and Silchester had met with Hampshire County Council officers to discuss local needs. Cllr. Kingston had agreed to draw up a questionnaire which would lead to an understanding of the issues, including mobility issues and the level of demand.
| 81/10: | Leases. The Memorial Hall lease had been signed and completed.
| 82/10: | Allotments The clerk reported that she had attended a meeting with the Allotments representative at which a set of rules had been drafted for consideration. It was agreed that a meeting of allotments holders would be called at which the allotments holders would appoint a small committee and agree rules. It was also agreed that a contractor would be asked to quote for cultivating some of the rough ground where extra allotments could be sited. Members agreed the course of action and would consider the work to the allotments when the quotation had been received.
| 83/10: | Open Spaces - Grounds Maintenance Contract Extension: a letter of acceptance of terms had been sent to BDBC.
- Forestry Issues at Pamber Park: It was agreed to invite the Head Forester to attend a meeting to discuss the issues.
- BDBC Inspections of Play Equipment. Weekly inspections had taken place and no faults had been reported.
| 84/10: | Highway Matters The clerk was asked to report to the Highways Authority the potholes in the road at the junction of the A340 and C32 and along Frog Lane, Little London.
| 85/10: | Borough and County Councillors’ Reports There were no reports.
| 86/10: | Reports from Parish Council Representatives:- | | - Pamber Forest Advisory Committee: arrangements were being made for the quarterly reports to be sent electronically to the clerk and then circulated to councillors.

- Local Liaison Meeting: no meeting.
- The Memorial Hall, Pamber Heath: A report had been sent for the Annual Parish Meeting.
